  • 2011 Gyeonggi Cricket League (GCL) Match Rules

    1. Dress

    1. During GCL games, players must dress in the provided adidas uniforms if applicable and wear appropriate sports footwear.
    2. New teams without the adidas uniforms must source and wear appropriate sports/cricket attire at their own cost. All teams must wear some form of uniform to play (minimum of matching shirts with player numbers).
    3. Under no circumstances may jeans, sandals or any other inappropriate clothing be worn (except in exceptional circumstances, such as injury resulting in the need for a substitute who does not have suitable clothing).
    4. It is the individual player’s responsibility for ensuring they wear sufficient protective equipment whilst batting or fielding in order to prevent injury.
    5. Cricket Korea takes no financial responsibility for injuries caused to players during GCL matches.

    2. Players List

Before a match begins each captain must present a team list to the scorer with full player names and shirt numbers. This should be done prior to the toss which is to be taken no longer than ten minutes prior to the commencement of play.

    3. Competition Format

    1. Laws of Cricket. All matches will be played in accordance with International ICC T20 regulations and the current edition of the Laws of Cricket as published in English by the MCC. For specific rule clarification refer to section 8. Local Ground Rules.
    2. Starting time of Matches. Matches will start at the time appointed by the committee. Morning matches will start at 10.30am and afternoon matches will start at 2.30pm with no exceptions.
    3. Duration of matches. A match will consist of 20 overs per side and any one bowler will be allowed a maximum of 4 overs. Each bowler’s allocation will be proportionally reduced in the event of a time-reduced match.
    4. Rain affected matches. In the event of a match being shortened due to rain the following steps should be taken:
      1. Both captains and umpires are to discuss the total time and determine an appropriate number of overs to be played.
      2. A GCL match must consist of at least two 10 over innings to be deemed a completed match.
      3. If the match is unable to get underway or has been completely abandoned due to weather conditions then the game will be deemed a draw and each team awarded two points.

    4. League Table

    1. Structure: For 2011 there will be ten teams registered in the GCL competition in two divisions. Each team will play each other in their division at least once to determine positions on the GCL Table.
    2. Points:
      1. For completed matches, the winning team will receive four points, with the losing team receiving one point.
      2. A tied result will end in teams competing in a ‘Super Over’ as per the international ICC T20 regulations. (see 9. Super Over)
      3. In the event of an abandoned match each team will receive two points.
      4. If a team fails to show up at the scheduled game time then a forfeit win (four points) will be awarded to the other team.
      5. One bonus point (B1) will be awarded to any team scoring more than 150 runs in any given innings during a match.
      6. One bonus point (B2) will be awarded to any team that manages to bowl the opposition out in any given innings during a match.
      7. One bonus point (B3) will be awarded to any team that manages to successfully chase a total inside 10 overs.
      8. If teams fail to provide match umpires for duty they will be penalized 2 points on the league table. (see 10. Cricket Club Duty)

    5. Match Schedules

    1. The appointed GCL Manager in charge of fixtures will distribute the schedule prior to the league commencement.
    2. Matches may only be rescheduled due to unavailability of the ground on the scheduled day.

    6. Commencement of Play

    1. As mentioned in ‘Competition Format’ games will have two start times with no exceptions. The morning game will start at 10.30am and the afternoon game will start at 2.30pm. The toss for each game should be taken no later than ten minutes prior to start of play.
    2. It is the responsibility of the club manager, captain and players to ensure their team arrive at the game well prior to the scheduled start time. (See 6.a)
    3. If weather conditions affect the start of a match then it is the duty of the umpires and captains to arrange an appropriate start time and match length (see 3. Competition Format paragraph d.).
    4. Prior to the toss (See 6.a) any given team must have at least seven players to take the field. Any team that has less than seven players at the starting time shall forfeit the match. If both teams can only field less than seven players both teams forfeit and neither team is awarded points.

    7. Time Restrictions and Penalties

    1. An innings must be bowled within 80 minutes from commencement. Every full over after the 80 minutes will result in 6 runs added to the batting team. It is solely up to umpires and KCA officials to decide whether delays have been caused by injury or the batting team which could result in an adjusted time frame limit.
    2. There shall be a break of no more than ten minutes between innings to ensure the schedule runs without delays.
    3. Replacement batsmen should be at the crease within 90 seconds of the dismissed batsmen leaving the field or the fielding team can appeal and they could be given out ‘timed out’. The wicket is not credited to the bowler.

    8. Local Ground Rules
    Sungkyunkwan University Ground

    1. Bowling Ends: Players are to bowl from both ends.
    2. Delivery: It is solely the umpires decision to decide on any dubious delivery action.
    3. The bowler’s run-up may be no longer than 8 meters past the delivery crease to ensure delays are minimized.
    4. Should the bowler begin the run-up behind the set marker, the penalty will be a no-ball.
    5. A delivery that bounces more than once or doesn’t bounce at all on the pitch will be deemed a dead ball.
    6. Wide: Before play commences both captains must agree with the umpire what will constitute a wide delivery. A wide will be worth one run and must be bowled again.
    7. Should the ball bounce on the edge of the pitch and ricochet off the pitch or not bounce on the pitch at all, the delivery shall be called a wide.
    8. No Ball: A delivery is deemed a no-ball if one of the following occurs; the delivery is above the batsman’s shoulder height when standing upright; the delivery is on the full and above waist height; if the bowler has no part of his front foot on or behind the delivery crease. An overstepping foot no ball will be worth one run and must be re-bowled as a ‘free hit’ as per the international ICC T20 regulations.
    9. LBW: As decided by the committee, the leg before wicket ruling will be in effect.
    10. Boundaries: The boundary will be marked by plastic markers in the best oval shape possible. Where the oval shape meets either wall square of the wicket the bowl must hit the concrete wall to be judged a four and must either clear or hit the wall on the full to be judged a six. In the event of a ball hitting a plastic marker it will be awarded a four if played along the ground or a six if the ball hits the marker on the full. Both soccer goals are deemed playable obstacles and play will continue if the ball hits either of them.
    1. Fielding Regulations: As per the international ICC T20 regulations fielding restrictions are in effect. The circle will be marked by flat discs or white chalk dust prior to the match by team members and officials. The fielding restrictions are as follows:

    i)         Overs 1-6: maximum of two players outside the marked circle (approximately 30 yards).
ii)        Overs 7-20: maximum of five players outside the marked circle (approximately 30 yards).
iii)       At any time no more than five players on the leg side.

    9. Super Over

    1. As per the international ICC T20 regulations, in the event of a tied match, the ‘Super Over’ will be played. Each team must choose three batsmen and one bowler to play one 6 ball over. Normal rules and regulations apply to this over.

    10. Cricket Club Duty

    1. For GCL matches both teams not playing in either the morning or afternoon matches but scheduled to play on the day must provide 1 umpire for the duration of the other match.
    2. As stated in Section 4.b. Points (viii) if any club does not provide a match umpire for duty they will be penalized 2 points on the league table.
    3. Refer to the GCL Duty Schedule document for dates each club is scheduled to perform duty.

    11. Umpiring

    1. For every GCL match two neutral umpires will be appointed to officiate the entire match as per the duty schedule.
    2. The appointed umpire and square leg umpire must:
      1. have a sound knowledge of the laws of cricket and local ground rules; and
      2. fulfill their duties as umpires in a fair and unbiased way.
      3. wear a collared shirt and long pants to distinguish themselves as umpires.
    3. During the duration of the match there must be both a main umpire and square-leg umpire on the field.

    12. Scoring

    1. During a match it is the responsibility of both playing teams to score their individual scorebooks provided by Cricket Korea together to ensure proper figures are kept on the match and to avoid any disputes in totals.
    2. Scorers must record the start and completion time of each innings and include and time restriction penalties in the total scores.
    3. Scoring of matches is to be done accurately and by a nominated individual from each team that is competent at scoring.
    1. Umpires and scorers should clearly be able to see each other and signal accordingly to ensure the score is maintained as accurately as possible.
    2. It is the responsibility of the batting team to ensure the manual scoreboard is revised and updated at the end of each over.

    13. Match Reports

    1. The match report document must be filled out by the winning captain or club manager and emailed to This email address is being protected from spambots. You need JavaScript enabled to view it. within 7 days of the completion of the match.
    2. Failure to do so will result in a 1 point deduction from the GCL Table.

    13. Balls

    1. Balls are to be provided by Cricket Korea and should be used in all GCL matches. One new ball is to be provided for each innings.
    2. In the event of a ball being lost or severely damaged the umpire will approve another ball to be used for the remainder of the match.
    3. Club teams are to collect one used match ball each at the completion of their match to use for practice sessions.

    14. Conduct of Matches

    1. The captains jointly bear the responsibility of ensuring that any dispute arising on the field is dealt with quickly and equitably so that the game can continue in the correct spirit.
    2. Any player found to be intimidating or otherwise making it difficult or unpleasant for an umpire to fulfill his duties will face disciplinary action from the Cricket Korea committee in the form of suspension.
    3. Players are expected to play in the spirit of the game and therefore any unnecessary or reckless sledging may face disciplinary action.
    4. Any damage to facilities and equipment belonging to either Cricket Korea or Sungkyunkwan University must be reimbursed or replaced by the individual’s responsible.
    5. The umpire or opposing captain will submit a written report to the Cricket Korea committee within 48 hours if they feel it is necessary for any reason.

    15. Dispute Resolution

Any dispute arising between GCL players or administrators of Cricket Korea should be resolved in a gentlemanly manner in the spirit of cricket. However, the decision of the Committee shall always be final.
